The robust growth came as a result of a combination of favorable visa policies, extensive promotional campaigns, and a series of high-profile events commemorating major national holidays.

Vietnam welcomed around 12.23 million international visitors in the first seven months of 2025, a year-on-year increase of 22.5%, according to the Vietnam National Authority of Tourism.

In July alone, 1.56 million foreign tourists visited the country, skyrocketing 35.7% year-on-year.

During the seven-month period, China remained Vietnam’s largest source market with 3.1 million visitors , representing a 45% surge compared to the same period last year. It was followed by South Korea (2.5 million), Taiwan (China) (736,000), the United States (521,000), and Japan (449,000).

Tourism authorities attributed the robust growth to a combination of favorable visa policies, intensified international marketing campaigns, and a series of major national celebrations and cultural events.

Vietnam set an ambitious goal of attracting 22 to 23 million international visitors in 2025.

At the August 7 meeting, Prime Minister Pham Minh Chinh urged identification of key measures to ensure flexible and effective responses to evolving challenges, including reciprocal US tariffs, and to achieve the ambitious 8.3–8.5% growth target for 2025.

Prime Minister Pham Minh Chinh has called for accelerated and breakthrough actions across all sectors and levels of government to realize Vietnam’s socio-economic development goals amid mounting global and domestic challenges.

Chairing the Government regular meeting on August 7, held virtually with leaders from 34 provinces and cities, PM Chinh emphasized the importance of thoroughly analyzing both positive and negative factors impacting the country.

He urged identification of key measures to ensure flexible and effective responses to evolving challenges, including reciprocal US tariffs, and stressed the need to revive traditional growth drivers while fostering new ones to achieve the ambitious 8.3–8.5% growth target for 2025.

The PM also directed ministries, sectors, and localities to streamline at least 30% of business procedures, conditions, and compliance costs; and resolve long-delayed investment projects.

Reviewing the nation’s socio-economic performance over the first seven months of 2025, PM Chinh noted that macroeconomic stability had been maintained, with inflation under control and major economic balances ensured.

All three key economic pillars — agriculture, industry, and services — showed positive growth. Notably, Vietnam’s total import-export turnover exceeded $500 billion for the first time, generating a trade surplus of over $10 billion.

The figure equal to 39.5% of the annual plan.

Vietnam disbursed over VND388.3 trillion (approximately $14.76 billion) in public investment capital during the first seven months of 2025, reaching 39.5% of the annual plan and 43.9% of the target assigned by the Prime Minister, according to the Ministry of Finance.

The disbursement marked a 10.1% year-on-year increase compared to the same period in 2024.

In July alone, more than VND69.7 trillion ($2.65 billion) was disbursed.

Performance varied across ministries and localities. Six ministries and central agencies along with 23 provinces and cities recorded disbursement rates above the national average, while 30 ministries and agencies and 11 localities fell below the average.

The Ministry of Finance has set a goal to achieve a 60% disbursement rate by the end of the third quarter and 100% by year-end.

As of August 1, ministries and agencies had cut 115 administrative procedures, 118 business conditions, and simplified 691 others in line with the 2025–2026 reform agenda.

In his Dispatch No. 127/CD-TTg, signed on August 4, Prime Minister Pham Minh Chinh  urged faster reduction and simplification of administrative procedures and business conditions, as outlined in Government Resolution No. 66/NQ-CP dated March 26, 2025, according to the Vietnam News Agency.

According to the dispatch,  as of August 1, ministries and agencies had cut 115 administrative procedures, 118 business conditions, and simplified 691 others in line with the 2025–2026 reform agenda.

Meanwhile, five ministries have approved reform plans, and seven have submitted reform proposals to the PM. Four others are finalizing their submissions.

At the local level, 34 provinces and cities handled 3.4 million administrative dossiers in July 2025, including 2.5 million at the communal level, amid the rollout of the two-tier local government model.

However, several shortcomings persist, with  six ministries missing the June 30 deadline for submitting reform plans, and  some proposals falling short of the 30% reduction target.

The dispatch pointed out that key information systems such as those for civil registration, business and tax licensing remain outdated or poorly integrated with the national administrative procedure information system. Many national and sectoral databases see slow progress and lack accuracy and real-time updates.

It noted that localities continue to face difficulties in implementing newly delegated responsibilities, especially at the grassroots level. Staff qualifications, technical support, and IT infrastructure – including digital signatures and seals – remain inadequate in many areas, while public communication and citizen support are still limited.

To ensure timely reform in line with Resolution 66/NQ-CP, the PM’s dispatch outlined a number of urgent tasks.

Ministries and central government agencies lagging behind, including Ministries of Finance, Home Affairs, Justice, Health, Industry and Trade, and the State Bank of Vietnam (SBV), must immediately review and reduce at least 30% of business conditions under their jurisdiction. The Ministries of Science and Technology, Education and Training, and Construction, and the SBV must finalize and submit reform plans by August 15.

Additionally, eight ministries are required to update and publish reform outcomes on the National Administrative Procedures Database by August 10.

At the provincial level, local administrations must review local legal documents to ensure consistency following administrative restructuring and approve reform plans for procedures under local council and committee authority by August 30.

All ministries must standardize and publish administrative procedures delegated to local levels, especially those involving investment, imports/exports, land use, and planning by August 15. Any outdated or conflicting legal requirements must be revised to reflect the principle of intra-provincial location-independent service.

Internal procedures and nationwide guidelines for newly delegated functions must be issued by August 30. Ministries are also required to accelerate the development of national and sectoral databases to ensure integration with the National Public Service Portal and provincial systems, in accordance with the Government’s Resolution No. 214/NQ-CP dated July 23, 2025.

The PM also asked ministries to address system-level issues, particularly in civil registration, tax, and business registration, and ensure integration with local platforms by August 15. Provincial authorities are tasked with upgrading IT systems to support the two-tier model, adjusting workflows, reallocating and training staff, and improving public outreach and service delivery. These tasks must be completed by mid-to-late August.

Ministers, agency heads, and provincial chairpersons are directly accountable to the Government and the Prime Minister. They must submit progress reports by the 25th of each month. The Government Office will oversee implementation, compile results, and report unresolved or cross-sectoral issues to the PM.

Calling the reform a matter of national urgency, the PM emphasized the need for unwavering leadership at all levels, ensuring a modern, efficient, and citizen-centered administrative system.

Food packaging is to be more strictly controlled in a bid to end any contamination of the contents.

An investigation by the non-profit Food Packaging Forum, released in September 2024, identified a staggering 3,600+ chemicals that can infiltrate food during manufacturing, processing, packaging, and storage. Even more worrying, 79 of these have been linked to cancer, genetic mutations, hormonal disruptions, reproductive issues, and a host of other health concerns.

Against this backdrop, the world is preparing for a major turning point. In August, more than 175 countries and territories will convene in Geneva to negotiate the Global Plastics Treaty – a legally binding agreement designed to tackle plastic pollution at its source, phasing out plastic pollution by 2040 under a vision of a circular, sustainable economy.

This global momentum is more than just policy, it’s a wake-up call for industries and consumers alike. The shift towards safer, eco-friendly packaging isn’t just about environmental responsibility; it’s about protecting our health, our future, and our planet.

Changing to healthy and sustainable products

Plastic pollution doesn’t just happen out in oceans or landfills, it begins the moment people unwrap sliced meat and cheese, steep a tea bag in hot water, or open a carton of milk or orange juice. A more recent report from the Food Packaging Forum, released on May 17, warned that food packaging can increase the risk of exposure to carcinogenic substances. Chemicals of particular concern include PFAS (perfluoroalkyl and polyfluoroalkyl substances), often referred to as “forever chemicals”. These substances have no safe level of exposure and are associated with numerous health problems such as cancer, asthma, infertility, obesity, birth defects, diabetes, and autism spectrum disorders.

BPA (bisphenol A) and phthalates, both common in plastic manufacturing, also raise serious concerns. The report specifically highlighted the risks of consuming ultra-processed foods, which are often packaged and stored in plastic for extended periods. Products like ready-to-eat meals, ice cream, and ketchup – popular for their convenience – are frequently reheated directly in their plastic containers, increasing the chance of chemical migration into the food, according to UK newspaper the Daily Mail.

The report noted that ultra-processed foods are often packaged and stored for weeks and sometimes months or years. Some are even heated in plastic containers, such as microwave trays, which makes it easier for chemicals to leach into the food. The research team also pointed out that large-scale industrial food production leads to greater contact with plastic materials throughout the supply chain.

As a result, the packaging industry is undergoing a shift. Packaging is no longer just about containment, it is expected to deliver a better user experience, greater convenience, and support brand identity. Brands are now turning to post-consumer recycled plastics (PCR), kraft paper, polylactic acid (PLA), and compostable or biodegradable materials as part of their commitment to sustainability. Some companies are experimenting with minimalist packaging designs, foldable formats, and reusable options to reduce waste.

In Vietnam, Ms. Nguyen Thanh Giang, Managing Director of Tetra Pak Vietnam, noted that the country’s food and beverage (F&B) industry is experiencing rapid growth. It is projected to reach a market size of $96.68 billion by 2025 and maintain a compound annual growth rate (CAGR) of 6.74 per cent through 2030. In this context, the industry must continue adapting to meet consumer demands for convenience, quality, and sustainability.

In the plant-based sector, the Vietnam Soya Products Company (Vinasoy) reported that 100 per cent of its products now use Forest Stewardship Council (FSC)-certified paper. The company is also working to reduce virgin plastic use and optimize packaging design for easier recycling. Additionally, it is piloting a community-based packaging collection model aimed at developing a closed-loop system.

Business moves

Vietnam has already implemented specific regulations regarding food packaging, particularly those related to food safety. Notable examples include the Law on Food Safety No. 55/2010/QH12, which requires that packaging and food containers must not affect the quality and safety of food; Decree No. 15/2018/ND-CP, which stipulates that food packaging, containers, and materials in direct contact with food must not contain toxic substances and must be safe for consumers; and Circular No. 34/2011/TT-BYT, which mandates that packaging must not contain contaminants, must not chemically interact with food, and must not reduce product quality.

In 2024, the Vietnam Report’s Top 10 Reputable Packaging Companies introduced new top 5 rankings for the Metal Packaging Group. This signals a shift and expansion in market demand for various types of packaging. Names listed in the top 5 metal packaging group are relatively new players, including the Crown Beverage Cans Dong Nai Co., Ltd., TBC-Ball Beverage Can Vietnam Ltd., the Hanacans Joint Stock Company, the Petroleum Mechanical Stock Company (PMS), and the My Chau Printing and Packaging Joint Stock Company.

However, according to a forecast from Mordor Intelligence, the paper packaging segment is expected to remain dominant in Vietnam, with revenue of approximately $2.6 billion projected for 2024, potentially increasing to $4.14 billion by 2029, representing a CAGR of 9.73 per cent in the 2024-2029 period. Meanwhile, the plastic packaging segment is forecasted to reach a production volume of 15.09 million tons by 2028, with a CAGR of 8.44 per cent between 2023 and 2028.

At the same time, the growing consumer preference for products and services from brands with sustainable practices, social responsibility, and high-quality standards is putting increasing pressure on packaging companies. A consumer survey conducted by Vietnam Report in the F&B sector revealed that 92.1 per cent of consumers are particularly concerned about the environmental friendliness of product packaging, up by 12.5 per cent compared to 2023.

At a recent seminar entitled “Compliance with Sustainability Regulations in the Consumption and Export of Food and Food Packaging”, Ms. Ho Thi Quyen, Deputy Director of the Ho Chi Minh City Investment and Trade Promotion Center, noted that consumers are gradually embracing products using eco-friendly, biodegradable packaging. They also highly value products that offer practical benefits, especially those that support health and well-being. This shift is encouraging retailers and distributors to seek out suppliers that provide green products, green packaging, and eco-labels to meet customer requirements and contribute to environmental protection and sustainable development.

However, many businesses have said that investing in environmentally-friendly packaging remains challenging. One major hurdle is the relatively high cost of biodegradable packaging, while capital for investment in production and packaging transformation remains limited, especially for small and medium-sized enterprises (SMEs).

Therefore, some experts believe that “greening” product packaging is not solely the responsibility of businesses but also requires support from government departments, agencies, and local authorities. Many companies hope the government will introduce more favorable policies to help enterprises participate in packaging recycling, such as access to green financing, tax incentives, and product subsidies.

DUBAI, UAE – Media OutReach Newswire – 4 August 2025 – Men in the UAE are more likely to take immediate action over a broken laptop, a social media hack, or a car warning light than seek support for ongoing low mood or mental health concerns, according to new research from AXA Global Healthcare.
The study, which explores how men approach preventative health, paints a concerning picture of low urgency around mental wellbeing. While 89% of UAE men said they would act within a week if they lost their bank card, just 56% would seek advice in the same timeframe if they experienced persistent low mood or a lack of motivation – known as early indicators of a deeper mental health issue.
The data suggests a pattern in how men prioritise their responsibilities, with external and practical issues often outweighing personal health. Most men said they would take swift action if they noticed an unexpected dip in their bank balance or discovered a leak at home, with both scenarios prompting urgency from almost 90% of respondents. Conversely, fewer than six in ten would act as quickly on a potential physical or emotional health concern.
Other issues also ranked ahead of wellbeing. Eighty-four percent said they would respond to a vehicle warning light within a week, while 80% would act quickly to care for a sick pet. A broken laptop would prompt action from 79% of men, and 86% would respond quickly if their social media account were hacked.
Karim Idilby, Chief Growth Officer for AXA Global Healthcare, says:
“It’s clear that for many men in the UAE, technology, finances and practical matters seem to be prioritised before their physical and emotional health. We urgently need to normalise a more proactive approach to wellbeing – not just wait for something to go wrong.”
The study echoes global findings that men tend to under-prioritise their own health, particularly when symptoms are unclear or linked to emotional stress. Yet there are signs that digital tools may help shift this behaviour. Over two thirds (70%) of men in UAE said they would feel more confident taking action if a wearable device, health app or tracker flagged something unusual suggesting a clear opportunity for earlier intervention through technology.
To support this shift, AXA Global Healthcare, in partnership with its local partner Daman, offers two preventative tools for its UAE based members that can be used anytime, anywhere:

  • Virtual Care Services, providing unlimited access to qualified doctors via phone or video. Members can speak to a healthcare professional quickly and confidentially about physical or mental health concerns, without needing to visit a clinic – making it easier to act early, from anywhere in the world. For the Mind Health service, members can speak with a team of locally Dubai Health Authority licensed Psychologists for up to six sessions per medical condition.
  • The Mind Health self-check, an online tool open to everyone (not just customers) that allows users to assess their emotional wellbeing through a short series of questions such as “Have you been feeling low lately?” or “Are you finding it hard to stay motivated?” Based on their responses, users receive guidance on whether further support could be helpful -encouraging action before symptoms worsen.

Idilby continues: “Preventative health shouldn’t feel like an afterthought. Just as you’d regularly check your car or technology to keep things running smoothly, building habits around your health can lead to better outcomes and greater peace of mind. For UAE residents who travel frequently for business or may relocate internationally, having quick, easy access to trusted healthcare – wherever you are in the world – can make all the difference.”

The evaluations mark a key milestone in preparations for the operational launch of Long Thanh International Airport, scheduled in 2026.

The Vietnam Air Traffic Management Corporation (VATM), in collaboration with relevant agencies, has successfully conducted safety inspection flights at Long Thanh International Airport in southern Dong Nai province to evaluate air navigation procedures and verify operational readiness.

The inspections aimed to assess the accuracy and integrity of navigation databases, including obstacles, terrain, navigation aids, and other elements that could impact flight safety.

Using a Beechcraft King Air 350ER — a specialized aircraft for testing and calibrating flight systems — the team evaluated key components such as runway lighting, Instrument Landing System (ILS) precision approach systems, navigation and landing lights, and various monitoring and communication equipment.

By the morning of August 1, two test flights had been completed successfully. Both flights departed from Tan Son Nhat International Airport in Ho Chi Minh City, conducted inspection manoeuvres in Long Thanh airspace, and returned to Tan Son Nhat.

According to VATM, these flights are essential for assessing the feasibility of flight operations, ensuring there is no signal interference affecting the accuracy or strength of the navigation systems. All tests were conducted in accordance with flight procedures approved by the Civil Aviation Authority of Vietnam.

A comprehensive calibration flight is scheduled to take place in the fourth quarter of 2025.

The evaluations mark a key milestone in preparations for the operational launch of Long Thanh International Airport, scheduled in 2026.
